Julia “Julie” Akins Clark joins the OOC as Deputy General Counsel, effective Jan. 23, 2017.
Previously, Ms. Clark was General Counsel of the U.S. Federal Labor Relations Authority (FLRA). She began serving in that position after unanimous Senate confirmation in 2009, and was unanimously confirmed for a second term in 2014. Ms. Clark began her legal career as a trial attorney in the United States Department of Justice and then practiced labor law for over twenty years.
In her new role, Ms. Clark will join the staff of attorneys and professionals at the OOC, an independent and non-partisan office that administers the Congressional Accountability Act of 1995 (CAA) and applies thirteen federal workplace and public access laws to Congress and its agencies. The OOC works to ensure a fair, safe, and accessible workplace for approximately 30,000 legislative branch employees working on Capitol Hill and in state and district offices.
Ms. Clark will help administer the Office of the General Counsel’s programs of safety and health, labor relations, and disability public access.
“Julie Clark brings a tremendous amount of experience and expertise to the office,” said John D. Uelmen, General Counsel for the OOC. “Her background in labor relations and training will serve the legislative branch well.”
As FLRA General Counsel, Ms. Clark oversaw dramatic improvements in case processing and public information resources. Ms. Clark also provided guidance and resource support to the National Council on Federal Labor-Management Relations, including training for labor-management forums throughout the country. She earned her law degree from American University.
